Digital transformation is present in all spheres of public and private services, with significant participation from Insi and its tradition and expertise in making the world more digital. Insi's experience secured the win in a bidding process to provide software development services using agile practices, supporting the adaptation and implementation of the eproc system to drive the digital transformation of the Court of Justice of Rio Grande do Sul (TJ-RS), which faced two major challenges: implementing the electronic case management system (eproc) and digitizing the physical archive, which represented 75% of the state's total caseload. "The contract's objective was software development in an agile cell-based model, specifically focused on eproc, which is one of the main systems of the state judiciary," says Antonio Braz, IT Director at TJ-RS.

"Eproc is the judiciary's primary system through which all cases are processed. Parties and lawyers can monitor proceedings entirely remotely and digitally through the court's website. A second very important project was the digitization of the physical archive. So, more than 2 million cases were digitized and converted into eproc using a system that was brought in alongside Insi to bridge the legacy system and the new electronic case system," recalls Braz. The goal was achieved, and today 90% of the court's cases are electronic.

Insi's DNA of flexibility and client-result focus was fundamental to the project's execution. "Because the project was so large, we had to divide Rio Grande do Sul into five regions. We needed a single system to integrate with the electronic case system, eproc. Faced with this challenge, we sought Insi to find the best solution—to bring a bridging system that could serve all these companies and link with the electronic case system. Furthermore, the system had to integrate with our legacy system," says Braz. Insi was responsible for acquiring, implementing, and customizing the Sysged software to meet all integration requirements with eproc and the physical case system, considering the need for use by multiple companies, while also providing management tools.

Roberta Reinehr, Head of Government at Insi, notes that the diversity of professional profiles and the number of people involved presented a unique challenge. "We had over 20 professionals working on this operation over the course of the contract—PHP and Java developers, BI analysts, systems analysts, and other profiles. We worked on the data side, contributed to the innovation area with data, and also provided Python developers to support a specific need the client brought to us," says Roberta.

Insi's expertise in agile methodologies was also critical to the success of the eproc implementation project. Insi understands that every digital transformation effort is also a cultural change process. When processes change, they demand a different kind of team engagement and consequently impact culture. Antonio Braz recalls that Insi brought essential resources for this transition. "When the project with Insi began, we were still in a phase of developing agile methodologies within our teams. The court has 42 agile teams in its IT area, and the maturity level was very low at that time. Through the partnership and internal development, along with Insi's support, we were able to greatly accelerate our implementation of agile methodologies and cross-functional team structures. We were in the midst of transforming our organizational chart, and one of the new directorates created was the Special Projects Directorate, specifically for innovation and strategic projects. It was at this point that the partnership helped us tremendously, because in some areas like AI and automation we had few people at that time and needed the partnership to leverage some prototypes and projects that are now a reality within our electronic case processing structure," says Braz.

The success of the eproc implementation, with Insi's professionals working alongside TJ-RS teams, accelerated the digital transformation process within the Judiciary of Rio Grande do Sul. According to CNJ data, the processing of electronic cases is up to 80% faster than physical case processing. "This speed gain is fundamental. Whenever you ask a citizen what they expect from the justice system, they answer that conflicts should be resolved as quickly as possible. This digital transformation process, which was focused on two pillars—implementing the electronic case system and digitizing physical records—ultimately brings this direct benefit to citizens and society as a whole," Braz celebrates.
